SE4All Highlights Plans for Implementing SDG 7

25 March 2016: The Special Representative of the UN Secretary-General (SRSG) for Sustainable Energy for All (SE4All), Rachel Kyte, highlighted challenges to achieving Sustainable Development Goal (SDG) 7 (Ensure access to affordable, reliable, sustainable and modern energy for all).

Briefing UN Member States and civil society, she also provided an update on the SE4All initiative's plans for supporting implementation of the Goal.

Kyte emphasized that Goal 7 has three “pillars,” addressing energy poverty, technological advancement, and investment in energy efficiency. Stressing the interlinked nature of the Goal, she said the first pillar, addressing energy poverty, is essential to leaving no one behind, noting that the electricity access gap undermines education, productivity and economic growth, while the gap in access to clean cooking fuels is detrimental to health and gender inequality. On technological advancement, Kyte noted the past decade's reductions in the cost and complexity of renewable energy, which makes on-shore wind, solar photo voltaic, and other technologies more competitive with fossil-based energy sources. On energy efficiency, she said greater investment has made it possible to provide basic electricity services using much less power.

Despite this positive progress, Kyte warned that global economic trends have slowed the momentum for electrification, renewables, efficiency and clean cooking. She said the global energy transition is not taking place at a sufficient pace to meet the temperature goal set out in the Paris Agreement on climate change, or the broader development goals expressed in the 2030 Agenda.

Kyte also stressed that the financial needs to achieve SDG 7, which are estimated at over US$1 trillion annually, will need to come from both private and public sectors. She highlighted the importance of small-scale, private investments to develop renewable energy in many African countries.

On the role of the SE4All initiative in supporting the achievement of SDG 7, Kyte said the Forum's 2017 meeting will assess progress and provide substance for the High-level Political Forum on sustainable development (HLPF) and the UN system as a whole in its review of progress towards the SDGs. In the meantime, SE4All is developing a framework for addressing challenges faced by Member States in achieving SDG 7. Member States will have opportunities to provide input on this framework throughout May 2016, Kyte said, and the SE4All Advisory Board will consider the framework at its meeting, on 15-16 June 2016. San Diego Vows to Move Entirely to Renewable Energy in 20 Years

Last weekend, representatives of 195 countries reached a landmark accord in Paris to lower planet-warming greenhouse gas emissions. On Tuesday, local leaders in San Diego committed to making a city-size dent in the problem.

With a unanimous City Council vote, San Diego, the country’s eighth-largest city, became the largest American municipality to transition to using 100 percent renewable energy, including wind and solar power. In the wake of the Paris accord, environmental groups hailed the move as both substantive and symbolic.

Other big cities, including New York and San Francisco, have said they intend to use more renewable energy, but San Diego is the first of them to make the pledge legally binding. Under the ordinance, it has committed to completing its transition and cutting its greenhouse gas emissions in half by 2035.

The steps to get there may include transferring some control of power management to the city from the local utility. Officials said they would also shift half of the city’s fleet to electric vehicles by 2020 and recycle 98 percent of the methane produced by sewage and water treatment plants.

The mayor, Kevin L. Faulconer, said San Diego’s ocean, sunshine and other environmental attributes were “in our fabric, our DNA, who we are.”

The City Council is controlled by Democrats, but Mr. Faulconer is a Republican. He sold the plan to a conservative business base in part by saying that transforming the electric grid would drive the economy and create jobs.

“It’s not a partisan issue at all,” he said. “It’s about putting a marker down. It’s the right thing to do.”

Many details have yet to be determined, including how the new power sources will be delivered and managed. But the mayor said the key first step was to commit to a goal — to “make sure we set it and hold to it.”

The San Diego ordinance has been years in the making. But Nicole Capretz, an author of an earlier draft and now an environmental advocate, characterized it as a concrete step in the direction set by world leaders in Paris.

“We’re responding to that call,” Ms. Capretz said. “It’s up to cities to blaze new trails. We’re just laying out the pathway for how to get these massive reductions worldwide.”

Under the Paris accord, nations offered general, nonbinding plans to reduce their carbon emissions.

Officials in the United States envision reaching the nation’s goals mainly through higher fuel-economy standards for cars and a move to cleaner sources of electrical power, something states could help oversee.

This is where the actions of a city like San Diego fit in. As the city moves to renewable energy, the State of California can begin to build its bank of carbon reductions and contribute to global goals.

Evan Gillespie, director of the Sierra Club’s clean energy campaign in California, estimated that San Diego’s plan would lead to an annual reduction of seven million metric tons of greenhouse gases, a contribution to California’s broader effort to reduce greenhouse gas emissions by 80 percent by 2050.

Those targets are California’s own — passed by a state government that is seen as one of the most ambitious on climate change, and that is as influential as many countries given its size — and not set by the federal government.

Ms. Capretz, who wrote a version of the plan for Mr. Faulconer’s predecessor, said that much of the earlier version remained in the measure adopted Tuesday.

Echoing the mayor, she said she expected that much of the renewable energy would come from solar power. “We’re sunny in San Diego, so we’re counting on a lot of homegrown solar on rooftops and parking lots,” she said.

Mr. Gillespie said San Diego had laid down a challenge to other cities. “We need others to see this and say, ‘Game on,’ ” he added. “We need places like Los Angeles, like San Francisco and New York, to step up.” More

Paris climate deal prompts call for action in Cayman

The Cayman Islands must set more aggressive targets on increasing renewable energy and reducing carbon dioxide emissions in the light of the Paris agreement on climate change, green energy advocates have said.

The Paris climate deal, hailed as an historic feat of international diplomacy, established a commitment from 195 countries to contain planet-warming carbon emissions.

Cayman, as a British territory, was not involved in the talks and is not a direct signatory to the agreement, which set a goal of reducing global temperature rises to less than 2C. The final submissions to the agreement are not enforceable and carry no consequences.

However. James Whittaker, president of the Cayman Renewable Energy Association, said the Paris accord represents a “paradigm shift” in the international approach to climate change and suggested Cayman would have to get on board.

Tim Austin, deputy director of the Department of Environment, said the National Conservation Council is also pushing for clearer and more ambitious targets.

A draft national energy policy, published in 2013, sets a goal that 13.5 percent of electricity sold should be generated from renewable sources by 2030. It also targets a 19 percent reduction in greenhouse gas emissions compared to a “business as usual scenario.”

Mr. Whittaker said the Paris agreement, referred to as COP 21, represents an international consensus that far more radical action is needed. He said Cayman’s targets on renewable energy are among the least ambitious of any country.

While Cayman’s net contribution to climate change is negligible, the territory is among the highest producers of carbon emissions per capita in the world, according to Mr. Austin.

Mr. Whittaker, added, “I believe COP 21 sets ambitious climate change benchmarks globally and it clearly suggests that Cayman must take a more aggressive approach to adopting renewable energy and reducing our carbon emissions. This is something CREA have been telling the government for some time now. That said, it still doesn’t appear the decision-makers in government are yet paying attention to the critical issues of renewable energy and carbon reduction.”

He added, “I am cautiously optimistic that the government will finally wake up and realize that this paradigm shift is happening all over the world for a reason and will start to ensure it happens in Cayman soon.”

Mr. Austin said the Cayman Islands could request to be included in commitments coming out of the agreement.

“At the moment, the U.K. does not push out those climate agreements to its territories, but this could potentially change with Cayman’s recent request to the U.K. government to include Cayman in its second commitment period to the Kyoto Protocol (2013-2020).

“The National Conservation Council is currently working on a climate change policy and would like to see clearer, more ambitious targets, in line with what the U.K. has signed up to.”

He said the Paris summit represents a significant milestone in gaining an international consensus that something needs to be done to curb the amounts of CO2 going into the atmosphere and limit the consequences of global warming.

Mr. Austin said the ambitious targets set in Paris were driven, in part, by small-island states concerned about the consequences of climate change.

In 2009, the Maldives, one of the flattest countries on Earth, held a Cabinet meeting underwater in scuba gear as a stunt to generate publicity for the consequences of not acting on the issue.

Cayman’s position is less grave, but Mr. Austin warns that with the majority of Cayman’s population and major infrastructure located a short distance from the coastline, increasing storm intensity and flood risk present a potentially significant challenge.

He said the impact of climate change is already evident on coral reefs around Cayman.

Mr. Whittaker said Cayman’s size should not stop it from doing its part.

“While our aggregate emissions are small compared to large economies, we emit a lot of carbon per capita on this little island. I believe it’s a hypocritical and shortsighted position to just let the rest of the world handle it when we are expecting others to do things we are not willing to do ourselves.

“We need to show leadership here, regionally and globally. If we expect the world to change we have to be part of that change.” More

Hawaii Flips Switch on World’s Largest Ocean Harvesting Clean Energy Plant

Hawaii is definitely ahead of the curve when it comes to renewable energy.

In June, the Aloha state became the first state to mandate that all of its electricity come from renewable sources no later than 2045. Along with other islands, its charging ahead with wind, solar and smart grid systems. But now, the state is home to the first fully closed-cycle Ocean Thermal Energy Conversion (OTEC) plant in the U.S.

OTEC is “a process that can produce electricity by using the temperature difference between deep cold ocean water and warm tropical surface waters,” Makai Ocean Engineering, the company that built the plant, explains on its website. “OTEC plants pump large quantities of deep cold seawater and surface seawater to run a power cycle and produce electricity.” Makai touts OTEC as a constant, clean energy source that is “capable of providing massive levels of energy.”

Makai staff explain in the video that the potential for OTEC is immense because the source of the energy is just sunlight.

“About 70 percent of the sunlight coming to Earth lands on the ocean. Most of that is captured in the surface layers of the ocean water in the form of heat,” says Duke Hartman, vice president of business development at Makai. “That’s beautiful because we can extract that energy 24/7 and use that power any time we want it, totally eliminating the need for an energy storage system.”

The 105-kilowatt demonstration plant on the Big Island, which cost about $5 million to build, only generates enough electricity to power 120 homes. But to date, it’s the largest such plant in the world. And it’s promising enough for the U.S. Navy to be investing in it. The Navy has a target for 50 percent of its shore-based energy to come from alternative sources in five years.

While the industry is still very much in its infancy, Makai believes it won’t be long until it takes off.

“The plant is dispatchable, meaning the power can be ramped up and down quickly to accommodate fluctuating demand and intermittent power surges from solar and wind farms,” Hartman told Bloomberg.

The company estimates that all of Hawaii’s electricity needs could be met by about 12 commercial-scale OTEC plants. They already have plans to construct a 1-megawatt facility in Japan, and Hartman says Brazil, Sri Lanka, the Maldives and West African nations all have potential.

“Anywhere tropical with deep water is ideal, especially if they import their fuel,” says Hartman.

The biggest challenge remains financing, explains Hartman. “We need a visionary investor to get us past the expensive pilot project into the large-scale commercial projects,” he said.

According to the company’s website, an offshore commercial-scale OTEC plant could prevent burning roughly 1.3 million barrels of oil each year, produce electricity at roughly $0.20 per kilowatt-hour and prevent more than half a million tons of carbon emissions per year.

A Fossil Fuel Free World is Possible: How to Power a Warming Earth Without Oil, Coal and Nuclear

"There’s all sorts of, kind of, false beliefs about renewable energy, but things have changed. Wind is, right now, not only one of the fastest — between wind and solar — are the fastest growing new sources of electric power in the United States, but wind is actually the cheapest form of electricity by far in the U.S. today.

The unsubsidized cost without the subsidies is about 3.7 to five cents per kilowatt hour. Subsidies are another 1.5 cents to drop those costs per kilowatt hour. That compares with natural gas which is six to eight cents per kilowatt hour. So wind is one half the cost of natural gas. Utility scale solar is about the same as natural gas now; it’s also around six to eight cents per kilowatt-hour unsubsidized."

Well, it turns out that people today can actually control their own power in their own homes. You can put solar panels — I mean wind turbines may be only in a few locations in your back yard, but you can combine solar panels on your roof top with batteries and Tesla has a new battery pack that you can put in your garage that can — where you can store electricity during the day that from the solar, and then use it — use that electricity when there are peak times of electricity because that is when the price is much higher. But people can do other things. They can weatherize their home, they can use energy efficient appliances. There are a lot of things that people can do to reduce energy use and go towards 100 percent renewable energy. Using heat pumps instead of gas heaters. Getting electric cars instead of gasoline cars. Civil Aviation Unveils Design For New Cayman Air Terminal

The Cayman Islands Airports Authority (CIAA) has unveiled the interior conceptual drawings for the multi-million dollar expansion project at Owen Roberts International Airport (ORIA).

Commenting on the design created by Florida based firm RS&H Group, CIAA’s CEO Albert Anderson said, “The interior design is very impressive and I am confident that once completed the new expanded airport will be a first-class terminal facility

The CI$55 million expansion project should take around three years to complete and will nearly triple the current space at the airport. Construction on the first phase of the project is expected to begin this summer.

Here is the Cayman Islands Government's chance to save money and show their support for alternative energy. Covering the roof and parking lots with solar panels, and using LED lighting would set an example for Caymanians and Caymanian businesses to follow. Editor

Caribbean “island laboratories” making a case for renewable, says Mazurier

In early March, Stéphane Tromilin, a sustainable energy attaché in the French government, gave a United Nations webinar on the French government’s work on French islands.

In it, he spent most of the time discussing the unique challenges of islands, specifically those in the Caribbean like Guadeloupe, but also noted an island’s value as “laboratories to develop renewable energy solutions.”

Christophe Mazurier, a European financier and climate defender, has seen these laboratories in action, specifically in the Caribbean, where he has a home in the Bahamas. While many of these nations are at greater risk of climate disasters - in the form of devastating hurricanes and other storms - than most other places on earth, many refuse to become victims of the global intransigence on climate change. Instead, many Caribbean nations are taking it upon themselves to be the change they wish to see in their developed-nation counterparts.

Guadeloupe, the overseas French territory mentioned earlier, is getting nearly 30 percent of its energy from solar, a number on par with climate leaders Germany. Aruba gets 20% of its energy from wind, and is aiming to be totally sustainable by 2020. Ten island nations, including the Bahamas, the British Virgin Islands, Grenada, Dominica and more have joined the Ten Island Challenge, launched by Richard Branson as a means to give these Caribbean island clear renewable goals and support them in meeting those goals.

Mazurier says that in many ways, the Caribbean’s move to solar was preordained. Not because they are at the forefront of climate change susceptibility, but because of their incredibly high energy costs. Most Caribbean island nations pay around 33 cents per kWh of energy, while for comparison the United States pays 10 cents per kWh. Even with the price of fuel bottoming out, and energy costs in places like Jamaica being cut in half, Jamaica and others were already well on their way to a renewable future.

In 2013, Jamaica signed a deal that would bring 36 MW of wind power for $63 million, which would help it divest from diesel oil in the long-term. By investing heavily in renewables now, the islands can avoid paying for diesel in the future… No matter how the price fluctuates. Mazurier says that this is the key for these Caribbean island nations, who don’t have multimillion dollar climate budgets. These nations cannot just throw money at the problem in hopes that they can play a role in the ultimate cooling of the climate. Their emissions are negligible in the grand scheme of things. The only aspect that can get these nations to buy in if they know they will ultimately pay less for energy than they do now. The positives for the overall climate and the state of the planet are simply a secondary byproduct of these finance-driven deals.

Whichever way it breaks out, says Mazurier, the Caribbean turn toward renewable energy is a refreshing and encouraging sign. The question now becomes: Can the larger nations take note of their island peers? More
