Sea level, temperature rise threaten Cayman in just 80 years


The most-startling prediction is that a quarter-meter rise in sea levels, less than 10 inches, will swamp 33 buildings in Grand Cayman, among them 17 private homes and two apartment blocks.

Apart from the shock value, the striking thing about the forecasts are that they are nine years old, published in 2009. Yet little has changed. If anything, says Nick Robson, head of climate research organization The Cayman Institute, sea level rise has accelerated.

“The institute’s report on SLR predicted a one-meter rise by 2100,” he said last week. “However, SLR appears to be escalating and may well be more than one meter.”

Pointing to Government Information Services maps, Robson says, the flooding from a sea level rise of only one-quarter meter, 9.94 inches, rapidly becomes “progressively worse from there – and if you model an Ivan-type storm surge on top of the SLR, it quickly becomes frightening.” Read More

Yes, Scientists Can Link Extreme Weather Events To Climate Change

When asked about a particular weather event’s link to climate change, scientists are typically cautious to make definitive statements — especially in the immediate aftermath, before they’ve had the chance to study the event.

But according to a new study, it’s getting easier for scientists to make the link between climate change and some forms of extreme weather. The study, published Friday by the National Academies Press, found that scientific advances over the past several years have helped scientists link increases in frequency and intensity of temperature and precipitation-related events like droughts and heat waves to climate change.

“In the past, a typical climate scientist’s response to questions about climate change’s role in any given extreme weather event was ‘we cannot attribute any single event to climate change,'” the report, completed by a committee of scientists, reads. “The science has advanced to the point that this is no longer true as an unqualified blanket statement. In many cases, it is now often possible to make and defend quantitative statements about the extent to which human-induced climate change (or another causal factor, such as a specific mode of natural variability) has influenced either the magnitude or the probability of occurrence of specific types of events or event classes.”

The report calls this branch of science, wherein researchers work to determine whether climate change contributed to a certain event, “event attribution.” To determine how and if climate change is linked to a certain event, scientists typically either reference the observational record of similar events — i.e. the recorded history of droughts leading back several decades — or use models to determine how likely a similar event would be in different warming scenarios. 3 Ways Wind and Solar Can Continue To Grow In a 21st-Century Grid

Earlier this year, MIT researchers were the latest in a series of analysts to raise alarm about the perceived limitations of solar PV’s continued growth. In short, these analysts propose that variable renewables will depress wholesale prices when they run, thereby limiting their own economic success.

These concerns have garnered coverage in other venues (including Vox, Greentech Media, and The Financial Times), leading observers to suggest that the future prospects for renewables may be dim.

But are these concerns really justified, or do they rely on outdated assumptions about the grid and about electricity markets? We argue that these critiques, assuming a static grid and unchanging market mechanisms, can be used to make any innovation look bad. However, more integrative assessments of a least-cost, clean, and reliable power system of the future will factor in high fractions of variable renewables, along with more-efficient markets (and usage) and new technologies to integrate these resources seamlessly and resiliently.

In this article, we argue that falling wholesale prices is a good problem to have, and that concerns about economic limitations ignore remedies available from supply-side evolution, demand-side resources, and updated market mechanisms. As the world gathers in Paris for COP21, these messages are as important as ever for charting and pursuing a low-carbon clean-energy pathway.

Understanding the "Problems"

There has been increasing concern that variable renewables such as wind and solar may face an upper limit to adoption in the U.S. grid. The argument is that large amounts of variable renewables will create excess supply concentrated at the particular times of day when they produce. The notorious "duck curve" is an example of this—the duck-like shape of a particular, daily demand curve modeled for California’s grid when the production of large amounts of solar photovoltaics (PV) is netted out.

Critics argue that this technical characteristic of variable renewables, specifically PV—a daily generation pattern that is not perfectly matched with load—can have economic consequences for all forms of generators, especially the renewable resources themselves. Large amounts of renewable resources can sell a glut of power when it’s available, offsetting production from higher-marginal-cost resources (like gas-fired power plants). Since power prices are generally set by the resources with the highest marginal cost that clear in the market, additional generation from renewables tends to lower market prices.

This "merit order effect" often decreases revenues for fossil generators. This impact has been particularly dramatic in Europe, where generation from costly-to-run thermal plants during the daily solar peak was formerly very profitable for fossil generation owners. PV has decreased energy prices so much there that the top 10 EU utilities lost half their market capitalization. However, the merit order effect also means that variable renewables themselves may also earn lower profits as their adoption rises. A common conclusion is that variable renewables can play only a modest role in power production, marginalized by declining wholesale value at higher adoption levels.

The Other Half of the Thought Experiment: Three Factors That Can Accelerate Renewable Energy Adoption

Analysts who have put forth these arguments have elaborated only the first half of a microeconomics thought experiment. The problems they hypothesize hinge upon the laws of supply and demand, but omit important aspects of both, drastically overstating the perceived "problems." Let’s see how.

1) Supply is changing holistically, not incrementally

Many of these thought experiments consider adding just a single supply resource (often solar PV) without considering many of the other supply-side changes happening at the same time. In reality, solar PV, wind, and natural gas are all joining the supply mix in a big way at the same time; the first two are often complementary and the third is dispatchable, so together, they can do a lot to mitigate the "duck curve" often portrayed.

At the same time, retirements of uneconomic assets will provide a countervailing buoyancy to wholesale prices. For example, even though old, dirty plants often have low production costs, they may exit the market anyway due to high costs of compliance upgrades or other fixed costs that erode their profits. The resulting less-abundant supply can cause the marginal supply curve to contract in quantity, leading to higher prices and higher profits for renewables and remaining fossil generators—unless demand drops too, as it’s doing in the industrialized world.

2) Demand is increasingly flexible, not fixed

Analysts arguing that renewables’ variability will limit their growth often assume perfectly efficient wholesale markets, but unchanged retail markets and fixed demand profiles. This incomplete and asymmetrical treatment ignores the emerging capability to harness the demand side of the equation. For example, people like and respond to time-varying pricing programs, and these programs are starting to roll out at scale. The electricity demand of many appliances including electric water heaters and electric vehicles is inherently flexible without disrupting the service provided. Furthermore, new business models (from both utilities and third parties) are driving this convenient flexibility by providing seamless solutions, unobtrusively, conveniently, and without requiring customers to become part-time energy traders.

These factors together increase flexibility of demand, an important low-cost resource, and enable what is the most natural response to changing prices in an efficient market where consumers find ways to use and benefit from cheap electricity from wind and solar. In other words, as renewables reduce energy prices during certain times of day, demand flexibility allows customers to shift demand to those times, which will both reduce energy prices at other (peak) times and raise the price paid to renewables during times when they produce the most.

3) Storage makes renewables dispatchable, not variable

Diverse supply and flexible demand will play a big role in easing renewable integration concerns but, to the extent that issues remain, the continuing decline in battery prices and the range of values available from batteries means that remaining variability issues can probably be addressed at modest incremental costs. At the retail level, this can lead to increasing self-balancing of distributed generation (we’ve already seen this in Germany and Australia, and it may affect utility business models in the U.S.). At the wholesale level, as variable resources begin to saturate the market, high-priced hours will incentivize developers to begin to look at storage. Already, storage is seen as a near-term replacement for peaking generation, and batteries installed for peaking capacity can also be used to smooth the economic impact of renewables on power prices.

Storage is already a common feature of concentrating solar power (via molten salt), and becoming an increasingly common feature of solar PV. For example, the all-renewable winning bids in the latest Chilean auction for unsubsidized electricity included not just solar power as low as $65/MWh in the daytime, but also nighttime solar power—via thermal or electrical storage—for $97/MWh at night. With storage, variable renewables become dispatchable, and dispatchable renewables do not have nearly the same merit order effect as variable ones. To be sure, our recent demonstration that 13 kinds of benefits of behind-the-meter distributed storage can make batteries cost-effective does not necessarily make them competitive with the many other ways to achieve grid flexibility, but similar reasoning suggests an abundant range of options for averting the problems that narrowly constrained models imply.

Whole-System Thinking Illuminates a Path Towards Least-Cost Outcomes

Analysts arguing that renewables will economically limit their own continuing adoption generally leave out the considerations listed above—and more importantly, these arguments are built on incremental thinking, assuming that today’s grid and markets are fixed and only one thing changes (e.g., PV or wind-energy market share). A more holistic, integrative, and accurate analysis would start with the ultimate objectives (reliable, resilient, and least-cost energy services), and promote a whole-system design to get there promptly.

With this perspective in mind, the characteristics of renewable energy that have caused so much hand-wringing—variable output and near-zero marginal costs of production—simply add to the list of design considerations for a market design that rewards efficient investment. Given supply diversity, demand flexibility, and emerging technologies like storage, variable renewables are unlikely to face any practical limit to growth even under current grid paradigms and market structures.

Nothing Sacred About Existing Markets

But even if renewables do face adoption limits in current markets, there is no reason we have to keep these markets the way they are. Wholesale power markets are largely a product of historical coincidence, formed out of the paradigms of the last century in which thermal power plants competed only with each other. Modern market design that reflects the realities and changing resource mix of the 21st century grid, being pioneered in Germany already, can go a long way towards aligning incentives for least-cost resource mixes. Particularly, incorporating behind-the-meter distributed energy resources and flexible loads into energy markets—as is being done in California and New York—can bring new capabilities and a refined level of control to the grid.

An Integration Challenge?

Evolving supply, flexible demand, storage, and updated markets can remove the limits to increasing renewable energy on the grid. In a later post, we will highlight how these same levers can address the common concerns—and misunderstandings—about "integration costs" of renewable energy. For example, a much-hyped recent paper claims that high-penetration renewables must incur steeply rising integration costs. But that turns out to be an artifact of extremely restrictive assumptions in the models used, combined with an assertion that competitive harm to thermal-plant incumbents is an economic cost of the renewables that beat them.

Renewables Are Here To Stay

The "problems" with renewables often brought up by analysts may be real in isolation, but are overstated when the full range of options is considered. Indeed, these are good problems to have: they’re the natural forces of supply and demand acting to send signals to market participants to diversify resource choice, incentivize demand flexibility, and invest in storage and other emerging technologies. Arguments against wind and solar PV conclude that these resources will need greater subsidies to survive in the "duck curve" era. But instead, we can tap the latent power of supply diversity, demand flexibility, storage, and market design to level the playing field for all resources, rather than clinging to the premises of the 20th century grid. Protecting the old system is far inferior to enabling the new one so that innovation can flourish, entrepreneurs can thrive, and all options can compete fully and fairly. Source

Besides showcasing Aruba's progress and challenges to the accelerated penetration of renewables in the total energy mix, Green Aruba also exhibits the experiences and knowledge of other institutions and island nations in this field. Over the past six years, Green Aruba has evolved into a practical and valuable well-known platform within the region for the exchange of information and applied knowledge on sustainable and best practices for the shift to cleaner, more environmentally friendly energy sources and resources.

At this year's Green Aruba conference to be held October 27th and 28th, the main theme will focus on sharing sustainability by together confronting the common barriers we face, identifying the solutions moving forward and creating the essential roadmaps to achieve our desired growth paths of the sustainability journey for our island nations.

Aruba has made remarkable progress over the years in the penetration level of renewables and/or efficiency at production level, with in 2015 reaching close to the 20% mark. With the ongoing and upcoming planned projects operational by the end of 2017, the 40% barrier will be surpassed by 2018!

With our goal to reach 100% fuel free energy production by 2020, and in order to surpass the 40% level, it is fundamental to embark on a "deep dive" into our existing energy mix. Aruba is examining cutting-edge technologies and new business models for our utility companies, all in conjunction with our RAS framework, to create a balance between Reliable and Sustainable investments. This balancing act will only be achievable if energy production costs remain Affordable for the customer base.

Local utility stakeholders together with foreign renowned institutions are preparing for this dive known as the Aruba Renewable Integration Study (ARIS), and will present their approach and concept at the upcoming conference. The ARIS will provide models that map out the road forward towards Aruba's aspiring renewable energy goals, while maintaining grid reliability and minimizing overall system costs, and can serve as a prototype or starting point for fellow island nations. Fossil Fuels: Four Big Reasons for Hope

The fossil-fuels crowd seems to have a thing for China and India. It feels like at least in the US, at least half the discussions of clean energy and climate change you see on television end with the anti-renewable voice saying, “Well what about China and India? It doesn’t matter what we do if they keep polluting.”

The rest tends to go to script as, almost without fail, a satisfied smirk the size of Texas then creeps into view as our fossil-fuels friend then leans back in his or her chair. Job done. Mission accomplished. Time to head home and light up a victory-lap Cuban.

But here’s the thing. When we think about the biggest reasons for hope that humanity is finally getting its act together to protect this precious planet of ours from climate change, what comes to mind isn’t the Gigafactory that Tesla CEO Elon Musk is building to revolutionize electric vehicles and energy storage. Or how Costa Rica is committed to going carbon-neutral by 2021. Or the fact that Norway is dropping coal investments from its sovereign wealth fund.

It’s China and India.

The world’s first and third-largest economies in 2015 (measured by purchasing power parity) are both stepping up their commitment to renewable energy and China in particular is also working to peak its carbon emissions by 2030 – and aiming to do so sooner. Maybe the most exciting part of all is the fact that this choice isn’t driven by any kind of misguided idealism. It’s a clear-eyed business decision made by leaders looking at the realities of fossil fuels and what they mean for the health of millions of citizens and their respective economies – and recognizing that clean energy is the smart long-term bet.

Admittedly, China’s further along this path than India and both have some ways to go before their power plants are no longer belching dirty coal soot and carbon pollution by the metric ton. But when nations of this size and aspiration begin shifting to new models of development increasingly powered by renewables and seeing it pay off as their economies keep growing, it sends a clear signal to other emerging countries that clean energy can work.

After highlighting some of the countries with a track record of embracing renewables and flourishing today we’re looking at how recent converts to the clean-energy cause are showing over and over that the way to economic success in the twenty-first century is powered by smart technologies like wind and solar. So the next time someone says, “Well what about China and India,” you can say, “Well let me tell you about China and India. And Brazil and Mexico too . . .” More

On The Legal Front: Climate Science, Awareness and Solutions (CSAS)

The only way to win the carbon war soon enough to avert unacceptable casualties of young people and other life on the planet is to carry out the battle on several fronts simultaneously.

(That’s the reason for the expansive name of our organization, Climate Science, Awareness and Solutions (CSAS), and also the reason that we support disparate organizations, including Citizens Climate Lobby, Our Children’s Trust, 350.org…).

We sometimes ask if we are using our time right, spending too much time on the legal front?[1] After all, the end game begins only when we achieve an across-the-board transparent (thank you, Pope Francis, for recognizing that!) carbon fee. Focus on a carbon fee is high priority because of the danger that Paris agreements may amount to little more than national “goals” and, what’s worse, more effete ineffectual “cap-and-trade” shenanigans. A focus on science is also needed, as there is still no widespread recognition of the urgency of emission reductions, and better understanding of the science is required to achieve a good strategy to restore energy balance.

The legal approach complements recognition of the moral dimensions of climate change. Can you imagine civil rights advancing without help of the courts? Yet courts will not likely move, and they did not move in the case of civil rights, until the public recognizes the moral dimension and begins to demand action. So it is also essential to get the public more widely involved.

When a judge issues a ruling it has certain gravity. It seems that courts retain more respect with the public than legislatures do. So it is wonderful to report two important legal victories this week. Both are due to remarkably capable, determined individuals, who simply will not give up.

First, the Dutch case. The Netherlands, which will cease to exist within a century or so if the world stays on its present carbon path, is an appropriate place for the first European case in which citizens attempt to hold a state responsible for its inaction in the face of clear danger. The Dutch district court in the Hague ruled for the plaintiff, Urgenda, an environmental organization. The court ordered the Dutch government to reduce emissions 25% by 2020, a stiff order. The hero behind the scenes was lawyer, legal scholar, and author Roger Cox, who has relentlessly pursued this action for the past several years on behalf of young people and future generations.

In Seattle, the King County Superior Court Judge ordered the State to reconsider the petition of eight youth, who brought their case with the help of Our Children’s Trust, requesting that the state reduce emissions consistent with dictates of the best available science. The latter was provided in testimony to the court by Pushker Kharecha, Deputy Director of CSAS, based on our paper in PLOS One, which was not disputed by Washington State, and which calls for a reduction of emissions by 6% per year. The relentless behind-the-scenes champions in this case are Julia Olson (director of Our Children’s Trust) and legal scholar Mary Woods.

Government lawyers, in the Netherlands and Washington State, scurried off after the verdicts to prepare appeals. If they win their appeals, it will not deter the youth or their supporters, who must be relentless in advancing the essential legal front. More on other legal plans soon. More

Caribbean “island laboratories” making a case for renewable, says Mazurier

In early March, Stéphane Tromilin, a sustainable energy attaché in the French government, gave a United Nations webinar on the French government’s work on French islands.

In it, he spent most of the time discussing the unique challenges of islands, specifically those in the Caribbean like Guadeloupe, but also noted an island’s value as “laboratories to develop renewable energy solutions.”

Christophe Mazurier, a European financier and climate defender, has seen these laboratories in action, specifically in the Caribbean, where he has a home in the Bahamas. While many of these nations are at greater risk of climate disasters - in the form of devastating hurricanes and other storms - than most other places on earth, many refuse to become victims of the global intransigence on climate change. Instead, many Caribbean nations are taking it upon themselves to be the change they wish to see in their developed-nation counterparts.

Guadeloupe, the overseas French territory mentioned earlier, is getting nearly 30 percent of its energy from solar, a number on par with climate leaders Germany. Aruba gets 20% of its energy from wind, and is aiming to be totally sustainable by 2020. Ten island nations, including the Bahamas, the British Virgin Islands, Grenada, Dominica and more have joined the Ten Island Challenge, launched by Richard Branson as a means to give these Caribbean island clear renewable goals and support them in meeting those goals.

Mazurier says that in many ways, the Caribbean’s move to solar was preordained. Not because they are at the forefront of climate change susceptibility, but because of their incredibly high energy costs. Most Caribbean island nations pay around 33 cents per kWh of energy, while for comparison the United States pays 10 cents per kWh. Even with the price of fuel bottoming out, and energy costs in places like Jamaica being cut in half, Jamaica and others were already well on their way to a renewable future.

In 2013, Jamaica signed a deal that would bring 36 MW of wind power for $63 million, which would help it divest from diesel oil in the long-term. By investing heavily in renewables now, the islands can avoid paying for diesel in the future… No matter how the price fluctuates. Mazurier says that this is the key for these Caribbean island nations, who don’t have multimillion dollar climate budgets. These nations cannot just throw money at the problem in hopes that they can play a role in the ultimate cooling of the climate. Their emissions are negligible in the grand scheme of things. The only aspect that can get these nations to buy in if they know they will ultimately pay less for energy than they do now. The positives for the overall climate and the state of the planet are simply a secondary byproduct of these finance-driven deals.

Whichever way it breaks out, says Mazurier, the Caribbean turn toward renewable energy is a refreshing and encouraging sign. The question now becomes: Can the larger nations take note of their island peers? More

Q&A with Matthieu Ricard: "I hope millions will march in the streets before Paris 2015"

Matthieu Ricard is a Buddhist monk, author and photographer. The dialogue with his father, French philosopher Jean-Francois Revel, The Monk and the Philosopher, was a best seller in Europe and was translated into 21 languages. We caught up with him during the Davos World Economic Forum on January 23rd, 2015.

Before you became a Buddhist monk, you were a molecular biologist at the Institut Pasteur in France. You said once that the reason why you gave up that career was because you had met many people from all walks of life, at the top of their fields – and yet many of them did not show similar excellence on the human side. You are here at Davos among the global elite, the most powerful people in the world. How do you see your role here and what impact can you have?

I have to be humble about my role. It is a drop in the ocean and it is freezing outside, that drop might freeze too! It’s my seventh year here, and the Forum is giving me a voice, so I use it freely to speak about cooperation, altruism and about transforming oneself to better serve others.

There are a lot of stereotypes about Davos, such as thousands of people arriving in private jets. But there is also a community of people like Johan Rockström and his colleagues who are totally committed to bring about a better world. Klaus Schwab said in his inaugural speech that this week should be dedicated to care and compassion. The words are in the right direction, but they need to be followed by actions.

And a good part of the population is open to that. We now have much more consideration for future generations. If you have a house you don’t burn it down before leaving it to your children. You try to leave it in good condition.

There are billions and billions of human beings, as well as numerous other living beings that will follow us on this planet and we are shaping their future in a major way. Not to build up their suffering through our inconsiderate actions is the main challenge of our time. Even with a 2 degree increase the planet will be very different from the one we know now.

Today we need an even more intense level of cooperation to face the many challenges that confront us. Each of these challenges has its own temporality and priority. We need to reconcile these different time scales and types of preoccupations: the economy in the short-term, life satisfaction in the mid-term, and environment in the long-term.

Life satisfaction is measured on the scale of a life project, a career, a family, a generation and a lifetime. The evolution of the environment used to be measured in terms of millennia and era, but the pace of environmental change has now considerably accelerated and changed our sense of measurement. The economy and financial world are also evolving at an ever-faster pace.

We need to reconcile these three time scales. Altruism is the vital thread that can link them together and harmonize their requirements.

If we have more consideration for others, we will turn to caring economics, where the financial world is at the service of society and not the opposite. If we have more consideration for others, we will care for the quality of life of those around us, Gross National Happiness, and make sure that their situation improves. Finally, if we have more consideration for future generations, we will not blindly sacrifice the world that we hand down to them in favour of our short-term wants and desires.

At Davos, you attended a session where Johan Rockstrom presented the Planetary Boundaries concept. It is clear that humanity is on an unsustainable course and science is telling us that things are getting much worse, much faster. How can we adjust and re-calibrate for a more sustainable future? Do we need a mindset shift?

The mindset shift is happening, but not quickly enough. Cultural change usually takes a generation. When Rachel Carson’s “Silent Spring” came out 30 years ago, in France, only a few people paid attention. It took a generation for environmental questions to enter mainstream discussion.

We need ways to make the risk palpable, so people can feel it in their flesh. Like if you are told you can’t go to the beach because of excess of UV light coming from the depletion of the ozone layer, that’s something real.

People also need to feel that their concerns are heard by politicians. Many people are overwhelmed when research continues to show that the risk for our planet keeps increasing. They feel powerless. I hope that millions of people will march in the streets before Paris 2015 to show that it’s no longer acceptable that politicians move at such a slow pace to take the necessary measures to mitigate climate change.

Mindfulness meditation is all the rage in international conferences. Here at Davos there are daily sessions. Is this just a fad, or do you see it as a sign of the mindset shift that we are looking for?

This year it is my friend, Jon Kabat-Zinn, a wonderful teacher, who is leading those sessions. The scientists who did the research on meditation, Richard Davidson and Tania Singer are also here. Ten years ago it would have been unthinkable that every single day of the World Economic Forum begins with a meditation session. It turns out that many people are closet meditators.

I personally think that we should not speak simply of “mindfulness” but “caring mindfulness”, to make sure that we don’t end up with mindful snipers and mindful psychopaths.

As for the sessions on the environment, like those Johan Rockstrom and Mattias Klum are conducting, they should all take place in the main hall! It is so important.

Can you talk a bit about the state of debate on climate change in the Buddhist community?

You know, in Tibet, local people have never heard of climate change, but they all know twenty years ago they could cross the rivers on ice with yaks and trucks during three to four months in the winder, and now they can only do so during one or two months.

Countryside people in Nepal also say the Himalayas have become “black”. Now, only the tops above 5000 metres are white with snow. It is so sad. In the Himalayas, there are now so many lakes with no names because they just appeared in the last 30 years as glaciers are melting.

The Dalai Lama speaks of non violence against humans, non-violence against animals and non-violence against the environment. This reflects the Buddhist idea of interdependence. We are all in the same boat. On the Tibetan plateau, until the late 1950s, people would not cut the forests and they would leave the gold in the rivers. They thought that the magnificence of nature needed to be respected. Since then, because of new government policies, 40% of all forests have been cut. Conversely, in Bhutan, natural coverage has increased in 65% of the territory, while fishing and hunting are prohibited.

In essence, we should promote altruism on the level of society through education, through institutions that respect the rights of every individual, and through political and economic systems that allow everyone to flourish without sacrificing the good of future generations. To sum up in one sentence, as Martin Luther King told us: “We must learn to live together as brothers or perish together as fools.” More

World Resources Institute Publishes Renewable Energy Cost Comparison Factsheet

17 November 2014: The World Resources Institute (WRI) has launched a factsheet that enables better cost comparisons of electricity from renewables and fossil fuels by identifying key factors to consider, namely: type of user; supply options; and factors that impact additional costs and benefits, such as environmental risks or financial incentives.


The publication, titled ‘Understanding Renewable Energy Cost Parity,' seeks to provide a simple, "go-to" resource for information on appropriate comparisons of renewable and "traditional" electricity supply options. The factsheet constitutes the first in a series of three publications that aim to support clarity and precision in cost analyses of renewable energy options made by decision makers in companies, residences, governments and advocacy organizations. In particular, the guide is intended for electricity buyers looking for financial savings, and electricity system planners, regulators and policy makers seeking economic and social benefits for end-users.


The publication argues that, in order for decision makers to know where and when renewable energy is the cheapest solution, they should establish: "with what should a renewable energy option be compared"; and "which factors need to be considered in determining cost parity."


Among the publication's key messages are that: for end-use consumers, on-site generation is cost-competitive when its average cost of energy is lower than or equal to the retail electricity price over the project's lifetime; for large industrial and/or commercial consumers, power purchase agreements (PPAs) are cost-competitive when the price paid for generated electricity is lower than or equal to the retail electricity price over the project's lifetime or contract; and, for utilities and other wholesale buyers, a renewable energy project is cost-competitive if its cost of energy and/or risk is lower than or equal to that of other technologies providing the same service during the same period of time.


The factsheet also argues for the need to take into account potential additional factors, including fluctuations in electricity prices, different time periods used in comparisons, assumptions and methodologies relating to levelized cost of energy (LCOE) calculations, technology-specific subsidies, possible PPAs, and costs of compliance with environmental regulations. Smart Dedicated Eleven-Year-Old Takes Vow of Silence Demanding Climate Action

Eleven-year-old Itzcuauhtli Roske-Martinez is proving to the world that sometimes the most powerful thing you can say is absolutely nothing.

Today marks Day 22 of the indigenous eco-rapper’s silent strike demanding science-based climate action. His T-shirt explains, “I am taking a vow of silence until world leaders take action on climate change.” After classmates suggested that one sixth grader in Colorado couldn’t influence leaders, Itzcuauhtli added, “When I say world leaders, I’m talking about us.”

Accusing “so-called ‘leaders’” of failing, Itzcuauhtli (pronounced “eat-squat-lee”) asks why his generation should “go to school and learn all this stuff if there is not going to be a world worth living in? Maybe it’s up to youth. Maybe each one of us has to be a world leader.”

Judging by the hundreds of thousands of hits his site is getting, kids worldwide agree. Several classmates even tried to join his campaign, only to be forbidden by parents certain it wouldn’t change anything.

“He was so disappointed,” his mother, Tamara Roske, said. “He cried silent tears. It was heartbreaking.” Itzcuauhtli, who will begin homeschooling after Thanksgiving, is bolstered by “overwhelming” international support, especially since actor and father-of-three Mark Ruffalo called the boy’s campaign “brave and thoughtful.”

Itzcuauhtli’s greatest champion, however, is 14-year-old brother Xiuhtezcatl, director of Earth Guardians and a co-plaintiff in a youth climate lawsuit, the Supreme Court will consider Dec. 5. The brothers, raised in the Earth-honoring ceremonies of their father’s Aztec culture, perform a passionate eco-rap and count Trevor Hall, Robert F. Kennedy Jr. and Michael Franti among their fans. They rocked Brazil’s 2012 climate summit and, more recently, were part of the 400,000-strong at the People’s Climate March in New York City.

After the march, though, Itzcuauhtli despaired when people insisted it was too late to avoid an apocalyptic future. On the white board he now communicates with, he writes, “I felt desperate. I had to do something drastic to change the outcome of our future. I decided I wasn’t going to speak again until there was concrete action on climate change.”

He looks hopefully toward the 2015 Paris UN conference, where leaders could agree on meaningful—and binding—recovery plans.

When asked why last week’s historic U.S.-China climate deal didn’t prompt him to resume the boisterous jokes his family misses, Itzcuauhtli responds, “It’s not strong enough. [Former director of NASA’s Goddard Institute] James Hansen says we have to cap carbon in the next year. If we wait another 15 years, which is when China said they would cap carbon, it’s going to be too late.

Itzcuauhtli will resume speaking when he sees “we’re moving together in the right direction.” That means applying a planetary “prescription” written by 18 top climate experts, who outlined a recovery plan based on science, not politics—the same remedy demanded in his brother Xiuhtezcatl’s lawsuits against state and federal governments. To achieve the six percent global carbon cuts necessary for a livable planet, Itzcuauhtli invites children and adults to “join me in this vow until world leaders:

  • Agree on and implement a Global Climate Recovery Plan to get us back to a safe zone of 350 ppm
  • Massively reforest the planet to help absorb our excess carbon
  • Support renewable energy solutions to replace the dirty fossil fuel industry”

Roske wonders when she’ll hear her “little comedian” talk again. “Next month’s climate gathering in Peru on Dec. 10 would be first day he’d break his silence. As a mom, I prefer he start talking before that.” But, she acknowledges, she may have to wait more than a year. “That 2015 Paris climate summit will determine these guys’ future on some level.”

Itzcuauhtli vows to continue as long as he must, despite calling his strike “the hardest thing I have ever done.” While he still laughs and finds ways to communicate with peers, he expresses special gratitude for friends old and new who support him or, better yet, join his campaign to “amplify the voices of children everywhere.”

“One person alone can start the revolution. It takes all of us to be the revolution.”
