New Secretary for the Intergovernmental Panel on Climate Change (IPCC)

 
Nairobi, 13 April 2016 - Current Vice-President of the World Meteorological Organization (WMO) Mr. Abdalah Mokssit, from Morocco, has been offered and accepted the position of new Secretary of the Intergovernmental Panel on Climate Change (IPCC).    The announcement was made at the forty-third session of the IPCC, convening in Nairobi this week.   Dr. Petteri Taalas, Secretary-General of WMO said, "I have had the pleasure to collaborate with Mr. Mokssit for more than a decade as a colleague, WMO Director and as an Executive Council member. He has special organizational and diplomatic skills; these will be needed to engage more developing country experts and governments in the IPCC's work. I am convinced that he will be a very useful asset for IPCC."   UN Under-Secretary-General and Executive Director of the UN Environment Programme (UNEP) Achim Steiner said, "I welcome the selection of Mr. Mokssit as the New IPCC Secretary. He brings to the position years of experience at the national, regional and global levels and UNEP looks forward to continuing to support the vital work of the IPCC, especially through the joint efforts of the UNEP-WMO Secretariat."     Mr. Mokssit has extensive experience with the IPCC, WMO and at the national level. Under his leadership, the Meteorological Service of Morocco became one of the leading meteorological agencies in Africa, meeting high international standards.   The final selection for the position was made by WMO Secretary General, the UNEP Executive Director and the IPCC Chair, following UN procedures.   About the IPCC The Intergovernmental Panel on Climate Change (IPCC) is the world body for assessing the science related to climate change. The IPCC was set up in 1988 by the World Meteorological Organization (WMO) and United Nations Environment Programme (UNEP), endorsed by the United Nations General Assembly, to provide policymakers with regular assessments of the scientific basis of climate change, its impacts and future risks, and options for adaptation and mitigation.   The IPCC does not do its own research, conduct climate measurements or produce its own climate models; it assesses the thousands of scientific papers published each year to tell policymakers what we know and don't know about the risks related to climate change. The IPCC identifies where there is agreement in the scientific community, where there are differences of opinion, and where further research is needed.     Thus the IPCC offers policymakers a snapshot of what the scientific community understands about climate change rather than promoting a particular view. IPCC reports are policy-relevant without being policy-prescriptive. The IPCC may set out options for policymakers to choose from in pursuit of goals decided by policymakers, but it does not tell governments what to do.   To produce its reports, the IPCC mobilizes hundreds of scientists who work as volunteers. These scientists and officials are drawn from diverse backgrounds. Only fourteen permanent staff work in the IPCC's Secretariat.   The members of the IPCC, comprising the Panel, are the195 member states of the UN and WMO. They work by consensus to endorse the reports of the IPCC and set its procedures and budget in plenary meetings of the Panel. The word "Intergovernmental" in the organization's name reflects this.   IPCC reports are requested by the member governments and developed by authors drawn from the scientific community in an extensive process of repeated drafting and review. Scientists and other experts participate in this review process through a self-declaration of expertise. The Panel endorses these reports in a process of dialogue between the governments that request the reports and will work with them and the scientists that write them. In this discussion the scientists have the last word on any additions or changes, although the Panel may agree by consensus to change something in the summaries for policymakers of the reports.   The IPCC produces comprehensive assessment reports on climate change every six years or so. Among its other products it also issues special reports on particular topics requested by its members, and methodology reports and software to help members report their greenhouse gas inventories (emissions minus removals).   The IPCC completed the Fifth Assessment Report (AR5) with the release of the Synthesis Report on 2 November 2014. AR5 is the most comprehensive assessment of climate change ever undertaken. Over 830 scientists from over 80 countries were selected to form the author teams producing the report. They in turn drew on the work of over 1,000 contributing authors and over 1,000 expert reviewers. AR5 assessed over 30,000 scientific papers.

Yes, Scientists Can Link Extreme Weather Events To Climate Change

When asked about a particular weather event’s link to climate change, scientists are typically cautious to make definitive statements — especially in the immediate aftermath, before they’ve had the chance to study the event.

But according to a new study, it’s getting easier for scientists to make the link between climate change and some forms of extreme weather. The study, published Friday by the National Academies Press, found that scientific advances over the past several years have helped scientists link increases in frequency and intensity of temperature and precipitation-related events like droughts and heat waves to climate change.

“In the past, a typical climate scientist’s response to questions about climate change’s role in any given extreme weather event was ‘we cannot attribute any single event to climate change,'” the report, completed by a committee of scientists, reads. “The science has advanced to the point that this is no longer true as an unqualified blanket statement. In many cases, it is now often possible to make and defend quantitative statements about the extent to which human-induced climate change (or another causal factor, such as a specific mode of natural variability) has influenced either the magnitude or the probability of occurrence of specific types of events or event classes.”

The report calls this branch of science, wherein researchers work to determine whether climate change contributed to a certain event, “event attribution.” To determine how and if climate change is linked to a certain event, scientists typically either reference the observational record of similar events — i.e. the recorded history of droughts leading back several decades — or use models to determine how likely a similar event would be in different warming scenarios. Paris climate deal prompts call for action in Cayman

The Cayman Islands must set more aggressive targets on increasing renewable energy and reducing carbon dioxide emissions in the light of the Paris agreement on climate change, green energy advocates have said.

The Paris climate deal, hailed as an historic feat of international diplomacy, established a commitment from 195 countries to contain planet-warming carbon emissions.

Cayman, as a British territory, was not involved in the talks and is not a direct signatory to the agreement, which set a goal of reducing global temperature rises to less than 2C. The final submissions to the agreement are not enforceable and carry no consequences.

However. James Whittaker, president of the Cayman Renewable Energy Association, said the Paris accord represents a “paradigm shift” in the international approach to climate change and suggested Cayman would have to get on board.

Tim Austin, deputy director of the Department of Environment, said the National Conservation Council is also pushing for clearer and more ambitious targets.

A draft national energy policy, published in 2013, sets a goal that 13.5 percent of electricity sold should be generated from renewable sources by 2030. It also targets a 19 percent reduction in greenhouse gas emissions compared to a “business as usual scenario.”

Mr. Whittaker said the Paris agreement, referred to as COP 21, represents an international consensus that far more radical action is needed. He said Cayman’s targets on renewable energy are among the least ambitious of any country.

While Cayman’s net contribution to climate change is negligible, the territory is among the highest producers of carbon emissions per capita in the world, according to Mr. Austin.

Mr. Whittaker, added, “I believe COP 21 sets ambitious climate change benchmarks globally and it clearly suggests that Cayman must take a more aggressive approach to adopting renewable energy and reducing our carbon emissions. This is something CREA have been telling the government for some time now. That said, it still doesn’t appear the decision-makers in government are yet paying attention to the critical issues of renewable energy and carbon reduction.”

He added, “I am cautiously optimistic that the government will finally wake up and realize that this paradigm shift is happening all over the world for a reason and will start to ensure it happens in Cayman soon.”

Mr. Austin said the Cayman Islands could request to be included in commitments coming out of the agreement.

“At the moment, the U.K. does not push out those climate agreements to its territories, but this could potentially change with Cayman’s recent request to the U.K. government to include Cayman in its second commitment period to the Kyoto Protocol (2013-2020).

“The National Conservation Council is currently working on a climate change policy and would like to see clearer, more ambitious targets, in line with what the U.K. has signed up to.”

He said the Paris summit represents a significant milestone in gaining an international consensus that something needs to be done to curb the amounts of CO2 going into the atmosphere and limit the consequences of global warming.

Mr. Austin said the ambitious targets set in Paris were driven, in part, by small-island states concerned about the consequences of climate change.

In 2009, the Maldives, one of the flattest countries on Earth, held a Cabinet meeting underwater in scuba gear as a stunt to generate publicity for the consequences of not acting on the issue.

Cayman’s position is less grave, but Mr. Austin warns that with the majority of Cayman’s population and major infrastructure located a short distance from the coastline, increasing storm intensity and flood risk present a potentially significant challenge.

He said the impact of climate change is already evident on coral reefs around Cayman.

Mr. Whittaker said Cayman’s size should not stop it from doing its part.

“While our aggregate emissions are small compared to large economies, we emit a lot of carbon per capita on this little island. I believe it’s a hypocritical and shortsighted position to just let the rest of the world handle it when we are expecting others to do things we are not willing to do ourselves.

“We need to show leadership here, regionally and globally. If we expect the world to change we have to be part of that change.” More

Renewable Energy After COP21: Nine issues for climate leaders to think about on the journey home

COP21 in Paris is over. Now it’s back to the hard work of fighting for, and implementing, the energy transition.

We all know that the transition away from fossil fuels is key to maintaining a livable planet. Several organizations have formulated proposals for transitioning to 100 percent renewable energy; some of those proposals focus on the national level, some the state level, while a few look at the global challenge. David Fridley (staff scientist of the energy analysis program at Lawrence Berkeley Laboratory) and I have been working for the past few months to analyze and assess many of those proposals, and to dig deeper into energy transition issues—particularly how our use of energy will need to adapt in a ~100 percent renewable future. We have a book in the works, titled Our Renewable Future, that examines the adjustments society will have to make in the transition to new energy sources. We started this project with some general understanding of the likely constraints and opportunities in this transition; nevertheless, researching and writing Our Renewable Future has been a journey of discovery. Along the way, we identified not only technical issues requiring more attention, but also important implications for advocacy and policy. What follows is a short summary—tailored mostly to the United States—of what we’ve learned, along with some recommendations.

1. We really need a plan; no, lots of them

Germany has arguably accomplished more toward the transition than any other nation largely because it has a plan—the Energiewende. This plan targets a 60 percent reduction in all fossil fuel use (not just in the electricity sector) by 2050, achieving a 50 percent cut in overall energy use through efficiency in power generation (fossil fueled power plants entail huge losses), buildings, and transport. It’s not a perfect plan, in that it really should aim higher than 60 percent. But it’s better than nothing, and the effort is off to a good start. Although the United States has a stated goal of generating 20 percent of its electricity from renewable sources by 2030, it does not have an equivalent official plan. Without it, we are at a significant disadvantage.

What would a plan do? It would identify the low-hanging fruit, show how resources need to be allocated, and identify needed policies. We would of course need to revise the plan frequently as we gained practical experience (as Germany is doing).

What follows are some components of a possible plan, based on work already done by many researchers in the United States and elsewhere; far more detail (with timelines, cost schedules, and policies) would be required for a fleshed-out version. It groups tasks into levels of difficulty; work would need to commence right away on tasks at all levels of difficulty, but for planning purposes it’s useful to know what can be achieved relatively quickly and cheaply, and what will take long, expensive, sustained effort.

Level One: The “easy” stuff

Nearly everyone agrees that the easiest way to kick-start the transition would be to replace coal with solar and wind power for electricity generation. That would require building lots of panels and turbines while regulating coal out of existence. Distributed generation and storage (rooftop solar panels with home- or business-scale battery packs) will help. Replacing natural gas will be harder, because gas-fired “peaking” plants are often used to buffer the intermittency of industrial-scale wind and solar inputs to the grid (see Level Two). More

George Monbiot superbly sums up the talks, saying: “By comparison to what it could have been, it’s a miracle. By comparison to what it should have been, it’s a disaster.”

The Path From Paris

He writes that: “A maximum of 1.5C, now an aspirational and unlikely target, was eminently achievable when the first UN climate change conference took place in Berlin in 1995. Two decades of procrastination, caused by lobbying – overt, covert and often downright sinister – by the fossil fuel lobby, coupled with the reluctance of governments to explain to their electorates that short-term thinking has long-term costs, ensure that the window of opportunity is now three-quarters shut. The talks in Paris are the best there have ever been. And that is a terrible indictment.””

Here is 350’s Bill McKibben, following up on the Avaaz positive clarion call to arms with a powerful article in today’s Guardian titled ‘Climate deal: the pistol has fired, so why aren’t we running?’

“With the climate talks in Paris now over, the world has set itself a serious goal: limit temperature rise to 1.5C. Or failing that, 2C. Hitting those targets is absolutely necessary: even the one-degree rise that we’ve already seen is wreaking havoc on everything from ice caps to ocean chemistry. But meeting it won’t be easy, given that we’re currently on track for between 4C and 5C. Our only hope is to decisively pick up the pace . . . the only important question, is: how fast . . .

“You’ve got to stop fracking right away (in fact, that may be the greatest imperative of all, since methane gas does its climate damage so fast). You have to start installing solar panels and windmills at a breakneck pace – and all over the world. The huge subsidies doled out to fossil fuel have to end yesterday, and the huge subsidies to renewable energy had better begin tomorrow. You have to raise the price of carbon steeply and quickly, so everyone gets a clear signal to get off of it . . .

“The world’s fossil fuel companies still have five times the carbon we can burn and have any hope of meeting even the 2C target – and they’re still determined to burn it. The Koch Brothers will spend $900m on this year’s American elections. As we know from the ongoing Exxon scandal, there’s every reason to think that this industry will lie at every turn in an effort to hold on to their power –

What this boils down to is not an issue of National Security, but of Global Security, of Planetary Security. The huge subsidies doled out to fossil fuel companies must be clawed back and put towards the Clean Energy Agenda. This is particularly an issue given what we know from the ongoing Exxon scandal, there’s every reason to think that this industry will lie at every turn unless made to pay for their endangerment of humanity.

We have to raise the price of carbon steeply and quickly and use this income to mitigate and sequester carbon in the atmosphere.

Kevin Anderson concludes that we have to make: “Fundamental changes to the political and economic framing of contemporary society. This is a mitigation challenge far beyond anything discussed in Paris – yet without it our well-intended aspirations will all too soon wither and die on the vine. We owe our children, our planet and ourselves more than that. So let Paris be the catalyst for a new paradigm – one in which we deliver a sustainable, equitable and prosperous future for all.”

Bahamas, Saint Lucia, Saint Vincent and the Grenadines Submit INDCs

18 November 2015: The UNFCCC Secretariat has reported that the Bahamas, Saint Lucia, and Saint Vincent and the Grenadines have formally submitted their intended nationally determined contributions (INDCs), bringing the total number of Parties that have made their submissions to 168.


The submission from the Bahamas covers the energy and forestry sectors; that from Saint Lucia covers energy, electricity generation and transport; and Saint Vincent's INDC focuses on energy (including domestic transport), industrial processes and product use, agriculture, land use, land-use change and forestry (LULUCF), and waste.


Noting that fossil fuels are primarily consumed in the transport and electricity sectors of the country, the mitigation contribution from the Bahamas is based on the country's National Energy Policy, which sets a target of reaching 30% renewables in the energy mix by 2030. A 10% Residential Energy Self Generation Programme will also be implemented, which focuses on efficiency improvement and energy diversification. The INDC outlines a number of energy efficiency measures planned for the transport sector, such as efficient traffic management, and states that the construction industry will be subject to energy efficiency standards as laid out in a building code. The INDC also addresses adaptation options in the agriculture, tourism, health, financial and insurance, coastal and marine resources/fisheries, energy, forestry, human settlement, transportation and water resources sectors.


Saint Lucia's INDC contains conditional targets of reducing economy-wide emissions by 16% relative to a business-as-usual (BAU) scenario by 2025 and reaching a 23% reduction compared to BAU by 2030. Among the proposed interventions to reach these targets are: energy-efficient buildings; energy-efficient appliances; water distribution and network efficiency; an increase in renewable sources of power in the electricity generation mix; improvements to grid distribution and transmission efficiency; efficient vehicles; and expanded and improved public transit. The costs, as estimated in the INDC, of reaching the 2030 mitigation targets are approximately US$218 million. On adaptation, the Party notes the recently approved Saint Lucia Climate Change Adaptation Policy (CCAP) (2015).


In the INDC submitted by Saint Vincent and the Grenadines, the Party communicates its intention to achieve an unconditional, economy-wide reduction in greenhouse gas (GHG) emissions of 22% compared to its BAU scenario by 2025. The INDC explains that the energy sector is the focus of its mitigation activity, with plans to build a geothermal power plant by 2018 and to achieve a 15% reduction in national electricity consumption compared to a BAU scenario by 2025 through, inter alia, street light retrofitting and energy labeling for appliances. The submission also outlines mitigation measures for the transport and LULUCF sectors. On adaptation, the contribution includes examples of Saint Vincent's efforts to adapt to climate change, such as the national climate change adaptation programmes.


All Parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place from 30 November - 11 December 2015. At the Conference, Parties are anticipated to agree on a global climate change agreement to take effect in 2020. More

Humus depletion induced by climate change?

The yields of many important crops in Europe have been stagnating since the 1990s. As a result, the input of organic matter into the soil — the crucial source for humus formation — is decreasing.

Scientists from the Technical University Munich (TUM) suspect that the humus stocks of arable soils are declining due to the influence of climate change. Humus, however, is a key factor for soil functionality, which is why this development poses a threat to agricultural production — and, moreover, in a worldwide context.

In their study, which has been published in Science of the Total Environment (2015), scientists from the Technical University Munich (TUM) evaluated the crop yield statistics for EU countries compiled by the Food and Agriculture Organization of the United Nations (FAO) since the 1960s. The yields for the three most important cereal crops, wheat, barley, and corn, have been stagnating in Central and Northern Europe for 20 years. “The stagnation in yields has only been statistically verifiable for a few years,” explains Dr. Martin Wiesmeier from the TUM Chair of Soil Science in Freising-Weihenstephan and first author of the study. This finding coincides with those of other studies, which confirm that crop yields, particularly in the case of cereals, are falling throughout the world.

“Due to the strong link between crop yields and the input of organic substances into the soil, the stagnation in yields must also have an impact on the humus stocks in the soil,” says TUM scientist Wiesmeier, “particularly in the context of the steady rise in temperatures.” Given that rising temperatures cause higher levels of humus decomposition while, at the same time, the supply of organic substances is stagnating, a depletion of humus must be expected in the long term.

Climate change and changes in EU agricultural policy as possible causes?

The cause of the yield stagnation has not yet been explained but is probably due to a variety of factors: “Following the introduction of new priorities with the joint EU agricultural policy of the 1990s, among other things, less fertilizer was used and leguminous plants were often omitted from crop rotation cycles,” explains Wiesmeier’s co-author Dr. Rico Hübner from the Chair for Strategic Landscape Planning and Management, also in Weihenstephan. “Few authors have discussed this as a reason for the stagnation in crop yields,” he notes.

However, the changes in climatic conditions arising from climate change could represent a far more important factor here: i.e. temperatures that increasingly exceed the optimum level for plant growth, like those experienced this summer, shifts in the vegetation periods, and more frequent droughts. “This inevitably leads to stagnation in crop biomass production and reduced inputs of organic matter into the soil,” says Wiesmeier.

Moreover, livestock numbers in Europe have also declined significantly since the 1980s. “The spreading of organic fertilizer, another important source of organic matter, is also falling as a result,” adds Wiesmeier.

Early signs of a reduction in humus stocks due to the stagnating harvest yields can already be observed. Initial indications of humus depletion in arable soil have been observed in almost all EU countries in recent years.

Interdisciplinary research group

While many previous studies predicted a future increase in humus levels as a result of climate change, based on their current findings, the TUM scientists are critical of this assumption: If the input of organic matter stagnates, soil will lose some of its humus in the long term. “If this trend continues, it could have negative impacts on soil fertility and water storage capacity,” concludes TUM scientist Wiesmeier. “This, in turn, could ultimately result in poorer harvests — a vicious circle,” he adds.

To counteract the problem, agriculture needs to make far greater use of positive measures for the promotion of humus formation. “These include the diversification of crop rotation, the application of green manure and winter greening to reduce soil erosion, optimized soil cultivation, organic farming, agroforestry, and leaving crop residues on fields,” explains Hübner. The study authors also consider that interdisciplinary research on the causes of yield stagnation and humus depletion is essential, “as a single discipline alone cannot solve this problem.”

On September 28-30 in Miami, The Climate Reality Project and Mr. Gore will be hosting a training for new Climate Reality Leaders to help grow the movement. Pope Francis, in Sweeping Encyclical, Calls for Swift Action on Climate Change

VATICAN CITY — Pope Francis on Thursday called for a radical transformation of politics, economics and individual lifestyles to confront environmental degradation and climate change, as his much-awaited papal encyclical blended a biting critique of consumerism and irresponsible development with a plea for swift and unified global action.

The vision that Francis outlined in the 184-page encyclical is sweeping in ambition and scope: He described a relentless exploitation and destruction of the environment, which he blamed on apathy, the reckless pursuit of profits, excessive faith in technology, and political shortsightedness. The most vulnerable victims are the world’s poorest people, he declared, who are being dislocated and disregarded.

"Climate change is a global problem with grave implications: environmental, social, economic, political and for the distribution of goods," he wrote. "It represents one of the principal challenges facing humanity in our day."

The first pope from the developing world, Francis, an Argentine, used the encyclical — titled "Laudato Si’," or "Praise Be to You" — to highlight the crisis posed by climate change. He placed most of the blame on fossil fuels and human activity while warning of an "unprecedented destruction of ecosystems, with serious consequence for all of us" if swift action is not taken. Developed, industrialized countries were mostly responsible, he said, and were obligated to help poorer nations confront the crisis.

Global carbon dioxide levels break 400ppm milestone

Record carbon dioxide (CO2) concentrations in the atmosphere were reported worldwide in March, in what scientists said marked a significant milestone for global warming.

Figures released by the US science agency Noaa on Wednesday show that for the first time since records began, the parts per million (ppm) of CO2 in the atmosphere were over 400 globally for a month.

The measure is the key indicator of the amount of planet-warming gases man is putting into the atmosphere at record rates, and the current concentrations are unprecedented in millions of years.

The new global record follows the breaking of the 400ppm CO2 threshold in some local areas in 2012 and 2013, and comes nearly three decades after what is considered the ‘safe’ level of 350ppm was passed.

“Reaching 400ppm as a global average is a significant milestone,” said Pieter Tans, lead scientist on Noaa’s greenhouse gas network.

“This marks the fact that humans burning fossil fuels have caused global carbon dioxide concentrations to rise more than 120ppm since pre-industrial times,” added Tans. “Half of that rise has occurred since 1980.”

World leaders are due to meet in Paris for a UN climate summit later this year in an attempt to reach agreement on cutting countries’ carbon emissions to avoid dangerous global warming.

Dr Ed Hawkins, a climate scientist at the University of Reading told the Guardian: “This event is a milestone on a road to unprecedented climate change for the human race. The last time the Earth had this much carbon dioxide in the atmosphere was more than a million years ago, when modern humans hadn’t even evolved yet.

“Reaching 400ppm doesn’t mean much in itself, but the steady increase in atmospheric greenhouse gases should serve as a stark reminder of the task facing politicians as they sit down in Paris later this year.”

Greenhouse gas emissions from power plants stalled for the first time last year without the influence of a strict economic recession, according to the International Energy Agency, an influential thinktank.

Nick Nuttall, a spokesman for the UN Framework Convention on Climate Change (UNFCCC) which oversees the international climate negotiations, said: “These numbers underline the urgency of nations delivering a decisive new universal agreement in Paris in December – one that marks a serious and significant departure from the past.

“The agreement and the decisions surrounding it needs to be a long term development plan providing the policies, pathways and finance for triggering a peaking of global emissions in 10 years’ time followed by a deep, decarbonisation of the global economy by the second half of the century.”

But even if manmade emissions were dramatically cut much deeper than most countries are planning, the concentrations of CO2 in the atmosphere would only stabilise, not fall, scientists said.

James Butler, director of Noaa’s global monitoring division, said: “Elimination of about 80% of fossil fuel emissions would essentially stop the rise in carbon dioxide in the atmosphere, but concentrations of carbon dioxide would not start decreasing until even further reductions are made and then it would only do so slowly.”

Concentrations of CO2 were at 400.83ppm in March compared to 398.10ppm in March 2014, the preliminary Noaa data showed. They are are expected to stay above 400pm during May, when levels peak because of CO2 being taken up by plants growing in the northern hemisphere.

Noaa used air samples taken from 40 sites worldwide, and analysed them at its centre in Boulder, Colorado. The agency added that the average growth rate in concentrations was 2.25ppm per year from 2012-2014, the highest ever recorded for three consecutive years. More

 

World headed for irreversible climate change in five years, IEA warns

The world is likely to build so many fossil-fuelled power stations, energy-guzzling factories and inefficient buildings in the next five years that it will become impossible to hold global warming to safe levels, and the last chance of combating dangerous climate change will be “lost for ever”, according to the most thorough analysis yet of world energy infrastructure.

Anything built from now on that produces carbon will do so for decades, and this “lock-in” effect will be the single factor most likely to produce irreversible climate change, the world’s foremost authority on energy economics has found. If this is not rapidly changed within the next five years, the results are likely to be disastrous.

“The door is closing,” Fatih Birol, chief economist at the International Energy Agency, said. “I am very worried – if we don’t change direction now on how we use energy, we will end up beyond what scientists tell us is the minimum [for safety]. The door will be closed forever.”

If the world is to stay below 2C of warming, which scientists regard as the limit of safety, then emissions must be held to no more than 450 parts per million (ppm) of carbon dioxide in the atmosphere; the level is currently around 390ppm. But the world’s existing infrastructure is already producing 80% of that “carbon budget”, according to the IEA’s analysis, published on Wednesday. This gives an ever-narrowing gap in which to reform the global economy on to a low-carbon footing.

If current trends continue, and we go on building high-carbon energy generation, then by 2015 at least 90% of the available “carbon budget” will be swallowed up by our energy and industrial infrastructure. Smart Dedicated Eleven-Year-Old Takes Vow of Silence Demanding Climate Action

Eleven-year-old Itzcuauhtli Roske-Martinez is proving to the world that sometimes the most powerful thing you can say is absolutely nothing.

Today marks Day 22 of the indigenous eco-rapper’s silent strike demanding science-based climate action. His T-shirt explains, “I am taking a vow of silence until world leaders take action on climate change.” After classmates suggested that one sixth grader in Colorado couldn’t influence leaders, Itzcuauhtli added, “When I say world leaders, I’m talking about us.”

Accusing “so-called ‘leaders’” of failing, Itzcuauhtli (pronounced “eat-squat-lee”) asks why his generation should “go to school and learn all this stuff if there is not going to be a world worth living in? Maybe it’s up to youth. Maybe each one of us has to be a world leader.”

Judging by the hundreds of thousands of hits his site is getting, kids worldwide agree. Several classmates even tried to join his campaign, only to be forbidden by parents certain it wouldn’t change anything.

“He was so disappointed,” his mother, Tamara Roske, said. “He cried silent tears. It was heartbreaking.” Itzcuauhtli, who will begin homeschooling after Thanksgiving, is bolstered by “overwhelming” international support, especially since actor and father-of-three Mark Ruffalo called the boy’s campaign “brave and thoughtful.”

Itzcuauhtli’s greatest champion, however, is 14-year-old brother Xiuhtezcatl, director of Earth Guardians and a co-plaintiff in a youth climate lawsuit, the Supreme Court will consider Dec. 5. The brothers, raised in the Earth-honoring ceremonies of their father’s Aztec culture, perform a passionate eco-rap and count Trevor Hall, Robert F. Kennedy Jr. and Michael Franti among their fans. They rocked Brazil’s 2012 climate summit and, more recently, were part of the 400,000-strong at the People’s Climate March in New York City.

After the march, though, Itzcuauhtli despaired when people insisted it was too late to avoid an apocalyptic future. On the white board he now communicates with, he writes, “I felt desperate. I had to do something drastic to change the outcome of our future. I decided I wasn’t going to speak again until there was concrete action on climate change.”

He looks hopefully toward the 2015 Paris UN conference, where leaders could agree on meaningful—and binding—recovery plans.

When asked why last week’s historic U.S.-China climate deal didn’t prompt him to resume the boisterous jokes his family misses, Itzcuauhtli responds, “It’s not strong enough. [Former director of NASA’s Goddard Institute] James Hansen says we have to cap carbon in the next year. If we wait another 15 years, which is when China said they would cap carbon, it’s going to be too late.

Itzcuauhtli will resume speaking when he sees “we’re moving together in the right direction.” That means applying a planetary “prescription” written by 18 top climate experts, who outlined a recovery plan based on science, not politics—the same remedy demanded in his brother Xiuhtezcatl’s lawsuits against state and federal governments. To achieve the six percent global carbon cuts necessary for a livable planet, Itzcuauhtli invites children and adults to “join me in this vow until world leaders:

  • Agree on and implement a Global Climate Recovery Plan to get us back to a safe zone of 350 ppm
  • Massively reforest the planet to help absorb our excess carbon
  • Support renewable energy solutions to replace the dirty fossil fuel industry”

Roske wonders when she’ll hear her “little comedian” talk again. “Next month’s climate gathering in Peru on Dec. 10 would be first day he’d break his silence. As a mom, I prefer he start talking before that.” But, she acknowledges, she may have to wait more than a year. “That 2015 Paris climate summit will determine these guys’ future on some level.”

Itzcuauhtli vows to continue as long as he must, despite calling his strike “the hardest thing I have ever done.” While he still laughs and finds ways to communicate with peers, he expresses special gratitude for friends old and new who support him or, better yet, join his campaign to “amplify the voices of children everywhere.”

“One person alone can start the revolution. It takes all of us to be the revolution.”
