Samoan Prime Minister Tuilaepa Sailele hits out at climate change sceptics during fiery speech


Samoan Prime Minister Tuilaepa Sailele has lashed out at climate sceptics and urged Australia to make deeper cuts to carbon emissions to help save Pacific Island nations from the "disaster" of climate change.

Mr Sailele told the Lowy Institute in Sydney that climate change posed an "existential challenge" to low lying islands in the Pacific, and developed countries needed to reduce pollution in order to curb rising temperatures and sea levels.
"We all know the problem, we all know the solutions, and all that is left would be some political courage, some political guts, to tell people of your country there is a certainty of disaster," Mr Sailele said.
"So any leader of any country who believes that there is no climate change, I think he ought to be taken to mental confinement. He is utterly stupid. And I say the same thing to any leader here."
The Prime Minister's intervention came as some Coalition MPs press the new Prime Minister Scott Morrison to abandon Australia's promise to cut carbon emissions under the Paris agreement.

New Foreign Minister Marise Payne is also expected to face questions about Australia's climate change policies at the Pacific Islands Forum leader's meeting in Nauru next week.
Senator Payne and Pacific leaders are set to sign the "Biketawa Plus" security agreement, which declares that climate change remains the "single greatest threat to the livelihoods, security and wellbeing of the peoples of the Pacific".
Several other leaders — including Fiji's President Frank Bainimarama and the Marshall Island's President Hilda Heine — have also called on Australia to do more to cut emissions.
Mr Sailele told the audience that "greater ambition" was needed to stop the destructive impact of climate change. Read More

Hawaii just passed a law to make the state carbon neutral by 2045


In a little less than three decades, Hawaii plans to be carbon neutral–the most ambitious climate goal in the United States. Governor David Ige signed a bill today committing to make the state fully carbon neutral by 2045, along with a second bill that will use carbon offsets to help fund planting trees throughout Hawaii. A third bill requires new building projects to consider how high sea levels will rise in their engineering decisions.

The state is especially vulnerable to climate change–sea level rise, for example, threatens to cause $19 billion in economic losses–and that’s one of the reasons that the new laws had support. “We’re on the forefront of climate change impacts,” says Scott Glenn, who leads the state’s environmental quality office. “We experience it directly and we’re a small island. People feel the trade wind days becoming less. They notice the changes in rain. They feel it getting hotter. Because we are directly exposed to this, there’s no denying it.” The state’s political leaders, he says, are “unified in acknowledging that climate change is real and that we do need to do something about it.” Read More

Meet the President Trying to Save His Island Nation From Climate Change

For millennia, the people of Kiribati have lived off the land, dwelling on their small islands located in the central Pacific Ocean.

But over the last several decades, rising sea levels due largely to climate change have slowly eaten away at the country’s 313 square miles. Without action, the country of 102,000 people may disappear altogether over the next few decades.

Kiribati President Anote Tong has been advocating for bold action to address climate change for years, making his pleas around the world. Now, Tong says his country’s citizens won’t be able to remain on the physical islands of Kiribati much longer without drastic change on global warming. Whatever happens, his country won’t look the same in 50 years.

“We have constantly been calling the international community to do something about reducing emissions, but the reality for us is that it really does not matter,” Tong told TIME in a recent interview. “The gas is already in the atmosphere… either we leave or we spend a lot of resources to build up the islands.”

Around the world, sea levels have risen nearly 3 inches since the early 1990s due to ice melt caused by global warming. Even if countries are able to reduce emissions as much as policymakers have promised, global sea levels will still rise by one to two feet by 2100. Without carbon cuts, that rise could top three feet. In Kiribati, where land is rarely more than few feet above sea level, even a moderate rise could be catastrophic. And the island nation is also at risk from an expected increase in the number of extreme weather events, such as storms and typhoons.

Tong’s plan for dealing with this is two-fold. First, he wants to fortify at least one island in the Kiribati chain so the country’s physical presence doesn’t disappear in its entirety. The president is light on details on how exactly he plans to save an island, but he says the technology exists (he has reportedly considered employing a Japanese company that has proposed engineer islands floating). The exact shape of the plans may depend on the support offered by other countries, Tong said. He’s met with representatives of the Netherlands and other flood-prone regions about how to best protect the islands.

But even if some of the country can be saved from the rising seas, Tong doesn’t expect to be able to accommodate all of the country’s residents. For those forced to leave, Tong says there must be “migration with dignity.” Last year, Kiribati purchased 5,000 acres of land in nearby Fiji as insurance policy and world leaders have indicated that they would be willing to support Kiribati refugees if it becomes necessary.

Catastrophic one-off events like hurricanes and tsunamis tend to prompt international sympathy. (Think of the $14 billion donated to relief efforts following the 2004 Indian Ocean tsunami.) Kiribati has benefited from some of that support, primarily from other Pacific island countries and development groups. But development commitments have measured in the millions, far from the hundreds of millions, if not billions Tong says his country needs to fully adapt to climate change.

Other countries have been less eager to offer support. In a moment that startled many Pacific Islanders, former Australian Prime Minister Tony Abbott was captured on tape last month laughing at a joke about how Kiribati would soon have “water lapping at [its] doors.” Australian Immigration Minister Peter Dutton, who made the off-color remark, apologized but not before Tong had earned the world’s sympathy condemning the joke as “morally irresponsible.”

Despite the attention his country’s plight has received, Tong doesn’t like to linger on the topic. Instead he emphasizes the damage caused by the policies of Australia and other developed countries that have emitted the carbon that is endangering the very existence of Kirbati, where the average resident emits less than 1 ton of carbon dioxide each year or 7% of the global average. “Climate change is not an issue that really respects any sovereignty,” he said. “If it’s a national issue, keep your emissions within your borders, which you cannot do.”

In December, negotiators from around the world will gather in Paris at a United Nations conference aimed at creating a binding agreement for countries of the world to decrease their greenhouse gas emissions. Asked about his hopes for the conference, Tong said his goal was simple: “Give us a proposition that will guarantee that our people will remain above the water.” More

Climate change threatens human rights, Kiribati president tells UN

Pacific leaders tell Human Rights Council they fear for the future of their civilisations as climate impacts intensify

Just three weeks after the conclusion of the most recent climate negotiations, Geneva has once again offered a space for governments to consider how to address the human rights implications of climate change.

As the issue recently emerged as one of the elements that many countries wish to see integrated to the Paris climate agreement, these discussions provided insights on opportunities for states and UN bodies to better address this issue in the coming months.

Last Friday, the Human Rights Council hosted two high-level panels dedicated to the issue of human rights and climate change, with specific focus on the importance of international cooperation and on the impacts of climate change on the exercise of the right to food.

Representatives from small islands states called for urgent action to mitigate climate change, pointing at the fact that climate change threatens the progress made with the promotion of human rights.

The prime minister of Tuvalu Enele Sopoaga warned that climate change will worsen existing inequities in world already riven with inequality, poverty and conflict. Tuvalu, the prime minister warned, has neither the resources nor the capacity to cope with these impacts.

Kiribati’s President Anote Tong reminded the Human Rights Council that, despite all the efforts by his government, climate change remains an existential threat to his people.

“Who do we appeal and turn to for our people’s right to survive?” president Tong asked the Council. “If there is a major challenge on human rights that deserves global commitment, leadership and collaboration, this is the one: the moral responsibility to act now against climate change.”

Both Sopoaga and Tong challenged the Council to consider how the international community should respond to the climate crisis and to urge more strongly for climate action in order to protect the rights of the most vulnerable people.

Other speakers discussed in their interventions the benefits of integrating human rights into climate policies. UN Special Envoy on Climate Change (and former UN High Commissioner for Human Rights) Mary Robinson emphasized that a “human rights framing to our development and climate responses can maximize the potential for inclusion, participation and equality”.

Victoria Tauli-Corpuz, UN Special Rapporteur on the Rights of Indigenous Peoples, insisted more specifically on the importance to respect the rights of indigenous peoples, in particular land rights and participatory rights, when designing climate policies.

Quoting the fifth assessment report from the UN’s IPCC climate science panel, Victoria Tauli-Corpuz also highlighted that “indigenous, local, and traditional knowledge systems and practices, including indigenous peoples’ holistic view of community and environment, are a major resource for adapting to climate change, but these have not been used consistently in existing adaptation efforts”.

The panels were followed by an interactive dialogue with representatives from governments and civil society.

Several common threads emerged from this discussion, including the importance to fully implement the right of the public to take part in decision-making related to climate change, the recognition of the impacts of climate change on economic and social rights, and the importance to consider the linkages between the need to address climate change while protecting the right to development.

Several speakers also spoke in favor of two specific proposals for UN institutions: the importance to include strong references to human rights in the Paris 2015 climate agreement and the opportunity for the Human Rights Council to nominate a UN special rapporteur on human rights and climate change.

Germany also announced during the panels that the country would join the “Geneva Pledge on Human Rights and Climate Action” signed by 18 countries during the most recent round of climate negotiations.

However, the impact of the high political stakes related to the preparation of the Paris Climate Agreement could also be felt throughout the panels.

The interventions by most countries reflected mainly well-entrenched positions in the Council and at the climate negotiations.

The United States in particular suggested that attempts to push for the inclusion in the climate negotiations of references to the work of the Human Rights Council could lead to the “sabotage of the 2015 climate agreement”, a statement that many participants to the session considered out of tone with the discussions.

The panels were followed by the presentation, on Monday, of the report of the UN Independent Expert on Human Rights and the Environment John Knox.

In his presentation, Prof. Knox emphasized that climate change is likely the most serious threat to the enjoyment of human rights.

Referring to the Geneva Pledge as an example of a good practice to better integrate human rights and climate policies, he challenged relevant UN bodies, such as the Office of the High Commissioner for Human Rights, UNEP and UNDP, to establish focal points for human rights and climate change.

The ongoing discussions in Geneva this week are not expected to lead to immediate concrete results. These exchanges could nevertheless provide additional momentum when related sessions will resume in June, both in Geneva and in Bonn.

For the first half of the month, UN climate negotiations will continue to advance work towards the Paris climate agreement.

Momentum

Several governments having insisted last month on the need to insert human rights language in the negotiating text, the June meeting of the climate talks will be crucial to determine whether this proposals are retained in the draft agreement.

Upon the closing of the climate negotiations in Bonn, the Human Rights Council will gather once again in Geneva to consider, among other matters, the adoption of a new resolution on human rights and climate change.

Over the past two months, Geneva offered two opportunities for governments to deepen their understanding of the interplay between human rights and climate action.

The coming months will now be critical to determine whether, through the UN climate body and the Human Rights Council, states are willing to commit to take steps towards ensuring that climate policies address climate change in a way that promotes human rights at the same time. More

Giant Global “Chimney” Could Alter Climate Change

Hundreds of years after humans mastered the art of chimney venting so they could heat their houses, scientists have undertaken a major research project to better understand how Earth’s atmosphere uses it’s very own version of a chimney.

More than 40 researchers recently visited a sparsely populated part of the western tropical Pacific Ocean—near the island of Guam—known as the "global chimney." The area boasts the world’s warmest ocean temperatures and vents massive volumes of warm gases from the surface high into the atmosphere, which may shape global climate and air chemistry enough to impact billions of people worldwide. Until the project’s recent start, scientists were only vaguely aware of the scale and impact of the global chimney. The warm waters in this area feed thunderstorms with heat and moisture, which loft all sorts of gases above the lowest layer of atmosphere, known as the troposphere, into the stratosphere.

At that altitude gases move horizontally, rather than vertically, as they do in the troposphere, and can therefore spread much further around the globe. Better understanding the chemical composition and transport within the chimney, however, could greatly advance our knowledge of the atmosphere and how it may respond to a changing climate. The researchers hope an added bonus could be understanding how pollutants are transported and transformed as air is pushed along the tropics, which could have a direct effect on people living downwind of major air pollution sources. "There are a lot of consequences from this type of air motion," says Elliot Atlas, professor of marine and atmospheric chemistry at the University of Miami and a principal investigator for the project. "There is a link between the chemistry that goes on in this type of air motion and the subsequent effects on the trace gases and aerosols in the atmosphere that ultimately impact climate."

The scientists investigated the waters near Guam last winter using three different high-tech aircraft to collect air samples and examine the abundance, distribution and transformation of various gases in the tropical atmosphere. Some of those gases in the chimney system such as chlorofluorocarbons (found in refrigerants and aerosols) and bromine compounds (found in products such as fire extinguishers) are man-made and can become trapped in the stratosphere, lingering there for years. Those compounds alone can destroy ozone, which helps block the sun’s ultraviolet radiation. (Those rays can contribute to the destruction of crops as well as human skin cancer.) Other compounds, especially the more reactive bromine compounds, can be made naturally, however. Over the last decade scientists have more closely looked at the amount of bromine in the stratosphere and realized it must have sources beyond the long-lived, man-made compounds. The consensus was that natural bromine compounds were being produced by marine organisms and released into the atmosphere. These compounds are relatively short-lived, however, so the scientists suggest that they react in the tropical atmosphere to form inorganic bromine containing compounds, such as bromine monoxide, which can eventualy lead to ozone depletion. Phytoplankton and other plants in the surface ocean can emit gases containing bromine and also chlorine and iodine into the water, which then escape into the atmosphere. Although the distribution of these emissions is still uncertain, measurements have indicated that the tropical oceans could be major sources, lofting them into the atmosphere where they can ultimately contribute to reactions that control tropospheric and stratospheric ozone.

So, the scientists are actively trying to understand how ocean biology might respond to changes in water circulation, nutrient supply, temperature and other factors, all of which could influence the reactive gas emissions and, in turn, feed into the chemical cycles that further influence climate through changes in greenhouse gases. The planet’s climate ultimately becomes altered when these gases start to affect the amount of energy from the sun that is allowed to reach Earth’s surface or is stored in the atmosphere.

Besides increasing or decreasing the levels of ozone in the upper atmosphere, some of the chemicals also contribute directly to the greenhouse effect. For example, added water vapor pumped into the upper atmosphere from the chimney increases the amount of energy trapped there, in turn heating the planet further. Another principal investigator for the project, Laura Pan, senior scientist at the National Center for Atmospheric Research in Boulder, Colo., believes storm clusters over this area of the Pacific are likely to influence climate in new ways, especially as the warm ocean temperatures (which feed the storms and chimney) continue to heat up and atmospheric patterns continue to evolve. "Understanding the impact of these storms will help us gain ground truth for improving the chemistry–climate models we use to project future climate," she says. Defining those linkages, however, is an obviously complex task, according to Ross Salawitch, a University of Maryland, College Park, professor of atmospheric and oceanic sciences and another principal investigator. "The various processes and feedbacks between the physical forcing factors in the climate system are under active investigation by a whole community of climate scientists," he says. "The addition of biological interactions adds another layer of complexity (and uncertainty) to the eventual outcomes of changing temperatures, circulations and so on. Rising temperatures, for example, could either increase or decrease biological productivity," Salawitch says, as well as the emission of certain less-prevalent gases that are exchanged between the air and ocean. "Perhaps increased ocean acidification could be another controlling factor," he adds.

Only one other major circulation has been considered a "global chimney." The other (much smaller) major pathway for transporting air from the lower atmosphere to the stratosphere is the Asian monsoon circulation, which prevails in the summer. Efforts are underway to conduct similar aircraft observations in the region of the Asian monsoon. The researchers have also identified smaller circulations that could significantly affect atmospheric chemistry such as the North American monsoon and convections over Africa. The idea for this type of project dates back to 1999, according to Salawitch. He says the project didn’t swing into action until recently, however, because work involving multiple complex aircraft and research teams takes a long time to plan (especially for high-altitudes). And although the collection process is now over, the scientists have a lot of data to sift through before they can say for sure what exactly is happening in this chimney and what its future impact on the world’s climate could be. "The data collected during these missions will stand as benchmarks for testing how well the tropics are represented in computer simulations and in forecasts of future climate," Salawitch says. Climate change mainstreaming guide now available - SPREP

The Pacific Adaptation to Climate Change (PACC) Project has launched a comprehensive practical guide to mainstreaming climate change adaptation in the Pacific. A key output of the project, the guide represents a significant step forward in incorporating climate risks into development planning and practice in the region.

"Climate change actually threatens all aspects of development," says PACC Project Manager, Taito Nakalevu. "That's why we need to take it into account for all policy development, as well as projects on the ground. This mainstreaming guide shows people how to do that."

The guide follows standard project and policy cycles and shows how climate change risks can be incorporated at each step in the process. For example, when analysing a situation ahead of designing a project, climate projections can be included to understand how the future climate might impact the project. Vulnerability assessments can be carried out in light of possible changes in climate, and activities can be oriented towards reducing these vulnerabilities.

The guide includes case studies from the region, many of them drawn from the PACC project itself. PACC has pilot projects in 14 Pacific island countries, demonstrating best practice in three key climate-sensitive areas: food production and food security, coastal zone management, and water resources management.

"The aim is to have climate risks included as a matter of course in all decision making at all levels," explains Taito. "The PACC Project is addressing this from the bottom up, through the demonstration projects, and also from the top down through efforts to mainstream at the highest policy levels. It's a new approach, and we are pleased with the results so far."


The mainstreaming guide is aimed at country practitioners, regional governments and organisations, and development partners. The PACC team hopes to collect experiences and lessons learned over the next few years and use these to review and revise the guide over time.

Sudden Greenland ice sheet melt baffles scientists - July 2012

Measurements from three satellites showed that on July 8 (right) about 40 percent of the ice sheet had undergone thawing at or near the surface. In just a few days (July 12), an estimated 97 percent of the ice sheet surface had thawed. Greenland ice, it seems, can vanish in a flash, with new satellite images showing that over just a few days this month nearly all of the veneer of surface ice atop the island's massive ice sheet had thawed.

That's a record for the largest area of surface melt on Greenland in more than 30 years of satellite observations, according toNASA and university scientists.

The images, snapped by three satellites, showed that about 40 percent of the ice sheet had thawed at or near the surface on July 8; just days later, on July 12, images showed a dramatic increase in melting with thawing across 97 percent of the ice sheet surface.

"This was so extraordinary that at first I questioned the result: was this real or was it due to a data error?" said Son Nghiem of NASA's Jet Propulsion Laboratory in Pasadena, Calif., referring to the July 12 images taken by the Indian Space Research Organisation's (ISRO) Oceansat-2 satellite.

Nghiem had reason to be baffled, as this record ice-melt is well above average: About half of Greenland's surface ice tends to melt every summer, with the meltwater at higher elevations quickly refreezing in place and the coastal meltwater either pooling on top of the ice or draining into the sea. Instruments on two other satellites proved out Nghiem's findings — the Moderate-resolution Imaging Spectroradiometer (MODIS) on NASA's Terra and Aqua satellites

Data from the Special Sensor Microwave Imager/Sounder on a U.S. Air Force meteorological satellite also confirmed the mind-blowing melt.

As for what caused the disappearing ice, University of Georgia, Athens climatologist Thomas Mote suggests it could be a ridge or dome of warm air hovering over Greenland that coincided with the extreme melt.

"Each successive ridge has been stronger than the previous one," Mote said in a NASA statement. The latest in a series of these heat domes, which have dominated Greenland weather since May, began to move over Greenland on July 8, before coming to a halt over the ice sheet some three days later. By July 16, the heat dome had started to dissipate.

Signs of ice melt were even found around Summit Station in central Greenland, which at 2 miles (3.2 kilometers) above sea level is near to the highest point of the ice sheet.

"Ice cores from Summit show that melting events of this type occur about once every 150 years on average," said study researcher Lora Koenig, a glaciologist at NASA's Goddard Space Flight Center in Greenbelt, Md. "With the last one happening in 1889, this event is right on time," Koenig said in a statement.

The melting of such a huge ice sheet — spanning an area of 656,000 square miles (1.7 million square kilometers) — is important for various reasons, particularly its potential effect on sea levels. If melted completely, the Greenland ice sheetcould contribute 23 feet (7 meters) to global sea-level rise, according to a 2007 report by the Intergovernmental Panel on Climate Change (IPCC), the international body charged with assessing climate change. Climate change to hit Pacific islands food security



MILAN (Reuters) Nov 26, 2009 - Rising sea levels, ocean warming, cyclones and droughts caused by climate change is set to hit hard food security in the Pacific islands, the United Nations' food agency said, urging governments to take immediate actions.

Climate change is expected to act as a "threat multiplier" in the Pacific region, home to 14 Pacific island countries and five territories (PICT), the U.N. Food and Agriculture Organization said in a special report issued ahead of U.N. climate change talks in Copenhagen in December.

"Despite the fact that PICTs make negligible contributions to global greenhouse gas emissions rates (0.03 percent), they find themselves -- unfairly -- facing the frontline of climate change impacts," the reports said. More >>>
